This problem is addressed by the SerialFix system extension. Go to www.handango.com and search for "SerialFix".
If a program works on other Palm devices, but output to the serial port fails on the T3, then it is worth trying SerialFix. The CTS required problem is definitely addressed by SerialFix. There are a few other problems that SerialFix corrects, and a few more that it can't solve. One problem that I'm working on right now is that RTS seems to get stuck on, despite setting the flags to disable it. I think I understand how to correct the problem, and the fix will be in SerialFix version 2.2.
