Treo 600 Development

I am trying to access the operator name and ID on a Treo (Specifically 
the Simulator for the time being) by using the following function:

err = HsGetPhoneLibrary (&PhoneLibRefNum);
However, no matter which Treo simulator I use that function returns an 
error message saying the Phone Library cannot be found.  Has anyone else 
run into this?
