Yes. I understand the current specification and preferable implimentation.
So this is my hope for the future enhancement. 1. Allow localized character for database name. or 2. make standard method for storing printable database name,

I'm sorry I don't know this. But this limitation look a little bit hard. because many application show it's database name directly to user and in this case, using Japanese character in databse name is essential.
Sorry. We recommend that user-visible names be stored in the database info blocks or in a separate record. That's one reason why application names are stored in a tAIN resource rather than shown directly from the DB name. The documentation for the DmCreateDatabase call in the Palm OS SDK reference documents this limitation:
