There is a developer discount program at pluggedin.palmone.com, however I've never seen the Treo smartphones offered at a discount over the web. The only discounts have been at the PalmOne store at developer conferences. With a limited supply of Treo 650 units right now, I don't expect there to be any discounts for a few months.
