My guess is that it's a legal beagle thing, considering the need for accepting license agreement terms. Back when I joined, you couldn't get click-through access, you had to mail in signed originals. IIRC, you couldn't even do fax submissions. Even sending out emails asking folks to respond wouldn't prove any more than valid email addresses. If the intent is / was to purge "bogus" physical or mailing addresses, then an email verification campaign wouldn't do it. I do think that foisting this change on developers just before many of the support folks or those who wrote the purge routines went on holiday break was not a well thought out plan though...
