sim skipping wav file

Hey, I am trying to play a wav resource in my program. When I downlaod the 
program onto the 5.4 simulator (also tried it on T|E), I get an error saying 
"skipped resource 3000". This is my wave file. I am using palm os dev suite 
with palm resource editor. I have the wav file labelled correctly in the rsc 
folder. Why does it skip the resource?
