I don't know the specific error, but the source file says a lot:

TIL - Telephony Interface Library (I think)
Utils - Utility functions
CDMA - what kind of radio, could also be GSM
Htc - Could be the contract manufacturer, HTC builds the Treo 650

My guess is that this is a radio or wireless data issue, not a NVFS issue. Has this error reproduced itself?
