I've never seen official documentation to this effect, but it seems this is a "feature" of Quick Install (or the regular install tool), at least when no conduit exists for the database's creator ID. It appears to set the backup bit as part of the installation process. The good news is that this only seems to happen on the install. So if you app then turns this bit back off you can avoid it being backed up in the future.
