I'm sorry if the wording of my original message was unclear.  I'm NOT
writing an enterprise application.

My friend has an idea for an application that will reduce some of the
tedium at his summer job.  He owns an old HandSpring Visor that runs
3.5 (I think).  It might actually run an older version.  I think this
is a good reason to develop a new application that supports and older
OS ;-)
