I looked into using JAVA to develop PalmOS apps a bit ago. I found that the device needs to have a java VM installed on the device. And for some users this would mean paying their service operator a few $$ to have it installed. Some can get it for free, but it is still something that needs to be installed on the device before a JAVA app can run.
