PalmChars.h is a copyrighted header file from PalmSource. You can't
redistribute it.
However, you can create your own header file with the same
information. The mapping of numbers to symbol names isn't copyrightable,
but the specific text used in the header file is under copyright. Don't
copy and paste, just recreate using your own style (which you'd need to do
anyway, since your SDK is for Java, right?) and you should be fine.
