The Palm Developer Guide on pluggedin.palm.com has details -- you also can look in the PilRC documentation for the first implementation of support for 'fnav' resources.
I don't ever remember seeing official docs on the PalmSource site before I left for Palm. The PalmSource support for 'fnav' in OS 5 was never completed, and while it's in Palm OS OS Cobalt 6.1, I don't think it got documented there, although it's in the PalmRC XML format.
