Regarding the debugger: There is a bug in PODS (Palm OS Developer Suite). PODS tries to use a random port, but unfortunately that mechanism works very unreliable. I've found a solution to this that works most of the time and posted this here long time ago: Copy an english version of netstat.exe (best from windows 2000 or nt4) into the directory where the .exe of eclipse from PODS is in. It's a pity that silly bug is not corrected since then, lot's of people ask it again and again it seems.
As for the IDE switching, I don't know. Maybe it helps if you change your Antivirus software settings not to search in compressed archives. It solved some trouble (mainly performance problems) with bigger java applications like Eclipse for me in the past, but I don't know if that would help there.
