Copied netstat.exe over and it still doesn't work. I was thinking it may be a problem with Cygwin. Before I installed it, I had installed uwin which is a Korn shell type app for windows. I thought that messed stuff up, so I uninstalled both uwin and PODS and reinstalled PODS and it was still no good. The only other linux like software I have is latex, (tex live actually) but I don't think that it has anything that would goof up cygwin. I searched for the cygwin.dll when only tex live was installed and I didn't come up with any hits.
