We did see an issue with a memory full condition ("Complete set of files is
installed, but each one empty and
locked against the delete.") when testing with a Treo 650 device. You should
be getting an error dialog displayed by Package Installer as of Palmsource
Installer version 1.5.0.1:
Insufficient Memory-
You do not have enough space to install this package. You need an additional
**K of available memory.
Also, the installer should not remove resources and make a copy of itself
unless space is sufficient. If you would like to send me any necessary files
offline, I can investigate the issue further. I am curious to know whether
your failure scenario displays an error in device memory, but not when
installing to card. Either way, I will log a bug to be addressed in the next
release.

One problem could be insufficient card space. TX card really had too little
space, which I noticed too late. Anyway, I would expect that any serious
installer must discover this and give some error message. Otherwise the user
does not know that the installation failed.
At present it looks like working on 3 handhelds. (Except - as I verified -
the card space is treated incorrectly.)
The other thing is the emulator behavior. Yesterday I was testing with T600
emulator and it worked perfectly. Today T650 and Garmin show the behavior I
described before: Complete set of files is installed, but each one empty and
locked against the delete.
I am still not sure whether I can trust this software or we should rather
make our own installer.
