The crosshair just locates the center of the 
circle.  Cutouts are usually indicated by a little scissors icon or a 
different color on the cutout area.  Eastern European models, which this 
appears to be, usually use the letter "w" to indicate a cutout area.  If 
these parts are to be stacked against some others, it is often helpful to 
pierce 
the part at the crosshair and then stack the parts on a straight pin for easier 
alignment.

After an incredibly bad health year, I am finally feeling well enough to 
  return to paper modeling.

  
I am picking back up a GPM 1:16 Panzer I started in 2005.

  



  
My question is: whenever you see the little crosshair symbol inside a 
  circle, does this mean the circle  should be cut out?
