I would suggest you acquire Irfanview. It is a freeware graphic viewer
with awesome editing and manipulation tools.

I use this program extensively. One can resize photos or any graphic
for that matter, with great ease, and no loss in quality. This reduces
file size.
It has great cropping  and sharpening tools. If you really look
through it's menus, you will find it is very powerful, and easy to
use.
It is the only photo manipulation tool I use anymore. best of all, it
is totally free.
