I would think the language is the segmenting factor, not the forum. But I think the real point is the "post first" requirement, which is for the purpose of excluding those who simply wish to collect the model. (That is also an example of segmentation: collectors vs. builders.) So it is exclusive but at a minimal level.
For your ESL students, I would offer them a "canned" introduction that they could copy and paste to fulfill the post requirement. (I almost wrote one here but I think you are better positioned to offer them one than I.) However, I understand that their shyness may prevent them from posting anything. The forum should allow them to read and follow along without posting.
