I don't think it is the doctors alone. It is the socialized system of national healthcare. When the budget is low, they have to tell doctors not to do too many procedures. I am sure someone thought it would be a good idea to gently encourage foreigners to stop using the local healthcare and to go home.... even though we pay the exact same amount or MORE in taxes and healthcare payments as all the citizenry.
