While they may have the technology to build something like that, the cost is unknown. I'm guessing it would take more than the cheapest alternative we're already exploring.
There is no way something like that could be taken out of mothballs after sitting unprotected in open fields for years - the Russian space program would have to build a fleet of those things. I'd be the first to admit, though, that it would be very cool if they did. Their system was far more modular than ours.
