Here is a place that has downloadable terrain sets for various types of game environments including, Fantasy, Modern, Sci-Fi, and Horror. Scaled for 25 mm - 28 mm. It is a commercial site, but the prices are very resonable for the sets. You could check the Forums there to get all kinds of good advice about putting together game boards with the 3D terrain. There is even a large discussion about kit bashes, or alterations of the sets to enhance the look of the games. I have not looked but there might just be some spiral staircases in one of the sets.
