Artscow.com allows you to upload and edit your images and then order a
custom set of them (which can also be shared unlike
printerstudio.com).

http://magicseteditor.sourceforge.net/ has a program that lets you
design Magic style cards (and it's free)

http://plaincards.com/ has a program that lets you design cards to be
printed on their blank perforated paper

and a custom tuckbox to put them in http://tuckbox.gameupdates.com/

That's all I have at the moment,   I know I have another online card
design program in my favorites somewhere but I can seem to find it..
