If the drive still spins and isn't making odd noises, the data might be recoverable with commercial software. It's also possible (but not likely) that the enclosure is the problem ~ especially if it seems to have no power at all. If that's it, you can move the drive to another enclosure. As a last resort, there are data recovery places that are pricey but they can often recover data. Good luck! Try putting it in the freezer sealed in a plastic bag overnight...this quite often gets the thing going long enough to recover data....just be quick !!.
