This is primarily a bug-fix release for the binmode() bug, reported
by Bill Atkins, D. Menzel and others, that prevents dynamic loading
on Win32 from working.
Also fixed is building on Win32 in directory names that contain
spaces; the t/0-signature.t is re-enabled for people using my
Module::Signature to verify the module's OpenPGP signature.
This release is also the first distribution on CPAN to use the
Module::Install framework, which is a stand-alone, extensible
drop-in replacement for ExtUtils::MakeMaker that needs no extra
action/prerequisites for end users. It is the successor to
CPAN::MakeMaker -- its author, Brian Ingerson, is joining me in
maintaining and developing Module::Install now. A preview is at:

It is currently rapidly evolving, and will likely to take quite a
while before released to CPAN. However it does not stop PAR to
start using it today. :-)
The PAR 0.7x series has begun in earnest. I look forward to add the
ability to load extra shared libaries; optionally bundling perl5x.dll;
and make the default value of $ENV{PAR_CLEARTEMP} available as a
build-time switch to 'pp'. I'd also like to switch 'pp' to be a simple
front-end to the App::Packer framework, to provide a programmable
API for PAR-generation.
