Ouch, ouch. That seems to be the crux of the problem. One way to try to work around it is to temporarily rename the tar.exe in your path to something else (and let CPAN.pm use Archive::Tar), or by installing a non-broken tar.exe. You can also use PowerArchive to extract Module-ScanDeps-0.32.tar.gz instead ( http://search.cpan.org/dist/Module-ScanDeps/ lets you download it manually ), and use the normal CPAN installation sequence to install it. Same goes for PAR::Dist. I think you can also just use: ppm install PAR to install the previous version (0.75) of PAR, or wait for ActiveState to generate the .ppd for PAR 0.76.
