new fixes for win32/previous perl versions

hey all,

Attached is a modified Module::ScanDeps::DataFeed which makes
-c and -n work on pre-5.8.3 perl (it uses a somewhat convoluted but
back-portable way to get shared object filenames). 

comments as always welcome..

    ps - as an aside, I've tested the OO interface w/pp_new and ppack on 
    win32 with this patch (activestate) and they seem to work fine.
