There is also PE Resource Explorer (Johnson links to an older version on his reshacker 
site). At:

is a newer version. It has a few quirks, but source is available, doesn't appear to 
have a restrictive license, and includes the ability to edit icons "in place". Biggest 
downside is no help file.

I think a "pure perl" solution is a goal for all of PAR for Autrijus, but at least 
full 
automation. Also, reshacker has been around for a while, but his license forbids 
unlimited distribution with PAR. I queried Wilson on his license, but got no answer. 
Of 
course, anyone can go get them themselves :)
