The Makefile+cc+Module::Install issues are beyond me, I fear. There has
been a RT ticket about failing static perls:

probably doesn't apply here, but that's about the only related thing
I've seen yet.
Perhaps using make with the -d (debugging) mode would tell you where the
Makefile is broken? Quite possibly, the stuff that should build parl in
myldr is making bad decisions somewhere.
