I'm sorry to see that building PAR on non-Linux Unixes is still giving you this much trouble. Thanks for not ditching it :)

The Makefile+cc+Module::Install issues are beyond me, I fear. There has been a RT ticket about failing static perls: https://rt.cpan.org/Public/Bug/Display.html?id=19038 It may not and probably doesn't apply here, but that's about the only related thing I've seen yet.

Perhaps using make with the -d (debugging) mode would tell you where the Makefile is broken? Quite possibly, the stuff that should build parl in myldr is making bad decisions somewhere.
