Yes, absolutely, that's the culprit here! Could you grab a copy of the development branch and retry? I think I fixed it. Given an SVN or SVK client, you can just do this:

svn checkout http://svn.openfoundry.org/par/trunk
or
svk checkout http://svn.openfoundry.org/par/trunk
