I really, really don't want to imply that ActiveState is *preventing* PAR/PAR::Packer from building. On the contrary, Jan Dubois of ActiveState is following this list and contributed lots of very valuable advice even though he is personally working on PerlApp.
What I wanted to express was that I wouldn't expect any significant amount of manual work to make PAR build as part of their automated build system. OTOH for some of the most popular yet difficult-to-build modules some of which have external dependencies, I would expect that.
My intention was not to give ActiveState a bad reputation. If anything, I have made myself look like a moron...
So I'd like to apologize to the fine folks at ActiveState for this. Thank you for supplying a superb Perl distribution for Windows. (I know it's available for other platforms, but I used it on Win32 only.)
