Of course, that depends what on the list of limitations you are experiencing. I
have noticed a few of your posts to list but I don't have a Cygwin environment
installed so can't help at all with those.
However, ActivePerl and Strawberry work for many people and you will get a
better response to support questions on these than you will on Cygwin purely
from a number of users point of view.
Generally, I use ActivePerl together with the MinGW compiler so I get direct
access to CPAN as well as PPM. They work perfectly together. But that is purely
from habit and familiarity with dependencies when packaging an app. For testing
I have used Strawberry too and experienced no particular problems there.
It is worth noting that the current release of Strawberry includes PPM too and
PPMs built for ActivePerl will, in general, work with Strawberry Perl and PPMs
built for Strawberry Perl will generally work with ActivePerl.
I must confess, I've not quite got my head around what makes Strawberry Perl more 'UNIX like' so at the moment ActivePerl + MinGW (or a compiler of your choice) seems more or less equivalent to Strawberry Perl to me. I'm prepared to be trampled under the rush to correct this perception though :)
