What's peculiar is that IO/File.pm exists in the second directory listed
in @INC:

I think it's those quotes that's stuffing things up. Whilst the directory /net/filer/tools/i686_Linux/perl-5.10.0/lib/5.10.0/i686-linux exists, the directory "/net/filer/tools/i686_Linux/perl-5.10.0/lib/5.10.0/i686-linux" presumably does not exist.

(I haven't gone looking for a solution, however :-)
