I think those "Unpacking files..." are being unpacked every time.
But the libraries included with -l switch should be extracted only for
the first time if you use a -T switch. Appears you don't, because the
second part of the cache name directory is a randomly generated name.
I get:
Skipping "shlib/MSWin32-x86-multi-thread/zlib1.dll" since it already
exists at
"C:\DOCUME~1\user\LOCALS~1\Temp\par-user\cache-myDir\zlib1.dll"
