You should try to use Strawberry-Perl instead. It works on Windows like everything else. <http://strawberryperl.com/>
Then you only need to type (at a command prompt): cpan > intall PAR PAR::Dist PAR::PackerAnother option may to search for a PPM of PAR, with this you can use the Active State Package Manager to install it.
But since Strawberry can install PPMs too (5.10.0.1), there are only a few reasons left to use ActivePerl ...
