The problem was that MinGW was indeed _not_ installed.  Whoops.  Well,
now everything seems to work, although one oddity is that the make
utility included with MinGW 5.1.4 (mingw32-make.exe) doesn't seem to be
able to make the Makefile generated by Makefile.PL.

Also, I noticed that I can't use pp to create executables from/to my
desktop.  I always get the "C:\Perl\site\bin/pp: Cannot write in this
directory: No such file or directory" error.

I don't see anything about this bug in the rt tickets.  Personally, I'd
post something there about it.  They're really good about fixing things
and adding features if there's enough information (and time).

You know, ... flip through the tickets a little yourself though.  Just
because I didn't see it doesn't mean it's not there.
