The problem was that MinGW was indeed _not_ installed. Whoops. Well, now everything seems to work, although one oddity is that the make utility included with MinGW 5.1.4 (mingw32-make.exe) doesn't seem to be able to make the Makefile generated by Makefile.PL.
Also, I noticed that I can't use pp to create executables from/to my desktop. I always get the "C:\Perl\site\bin/pp: Cannot write in this directory: No such file or directory" error.
