Please file a bug report for Win32::Exe

Sorry, no. If you feel adventurous, delete the line
"requires Win32::Exe" from Makefile.PL and install
(or simply force the install).
You might get lucky if you don't use any option of pp
that actually needs Win32::Exe (--gui, --icon, --info).
