You need a C compiler (and dmake) to build PAR::Packer.
"cpan" recognizes this and tries to install the MingW toolchain using ppm,
but fails. Install the required stuff by other means, check your
Perl distribution's documentation etc.
Closing this bug, as it is NOT a PAR::Packer problem.
