I am using Perl ActivePerl 5.16.3 On Windows 8.1 on 64 bits.
I have also Microsoft Visual Studio C++ express (C:\Program Files
(x86)\Microsoft Visual Studio 11.0).
Installation not failed (ppm install PAR-Packer) but ysing it failed :
