You could change into the myldr sub directory of cpan's build directory (depends on what you configured, typically <your-user-directory>\.cpan\build\PAR-Packer-1.022*) and run par.exe -I..\blib\arch -I..\blib\lib -IC:/Perl64/site/lib -IC:/Perl64/lib -I. -q -B -Oparldyn.exe by hand - maybe it will show a more informative error message.
