Hi Roderich,
To avoid an impact of some special settings I repeated the test on a clean
and frech installed Windows box,
Strawberry Perl fresh installed, perl -MCPAN -e shell, install Par::Packer
executed.
The result is the same.

What's the version of your PAR::Packer? Did you build it yourself? Did you
run "make test" and it passed?
Can you post the output of (yes regtest.exe is also a zip file):
unzip -l regtest.exe
