It would be best to ask Miguel himself ;-)
Anyway, parrot is primarily targeting "dynamic" languages (like perl,
python, ruby, javascript, lisp, ...) whereas .Net primarily targets
"static". Since most desktops and desktop applications are still written
in static languages, it probably made more sense to to do what he did.
