Comment:
After discussion in #parrotsketch, no specific subsystem will be created,
pmc is assigned.
The functions will be named Parrot_pmc_array_.... under the assumption
that they may become part of the Array PMC.
Renamed list_delete and list_length in r41411, those were the most urgent
because of interfering with the mysql client lib.
