Andy and Dan, I would like some info as well. I'm also finishing up a Masters in Computer Engineering specializing in Information Assurance and I don't have a whole lot of faith in my local university's ability to support some good technical research for a doctorate. I'm considering all options right now. I've tossed around a handful of topics, but nothing seems to stick with my faculty. I might need to look at another university.
I understand the view that post-grad degrees might not bring the monetary value you would expect, but this is more of a personal goal than chasing a bigger paycheck. My experience is that most of the upper degrees in MIS, CS, or Computer Engineering are leaving the country to go back home after completing the degree. So I can see a need for such degrees in the future.
