Report on By-Elections held on 10 December 2008 Gauteng
Tshwane The election was held at Tshwane Metro in ward 22 and seven political parties contested. Party candidate was Cde Pule Tsatsi and the campaign was organized by the regional executive committee with one councilor in the Tshwane metro assisting. The National Elections Management assisted with posters and handouts. House to house campaigns were conducted including two public meetings and loud hailing done. PAC got 2.6% votes and compared to 1.09%, we got in the last election, we performed exceptionally well and became number three Western Cape The elections were contested in twenty seven (27) wards and PAC contested six (6) wards in the City of Cape Town out of nine (9). Other elections were held in Vrededal, Citrusdal, Velddrif, Paarl, Worcester and Caledon. The campaign and the elections were run by members in the City of Cape Town including. House to house campaigns were conducted. Cde Mzuvukile Mpongo contested ward 33, three parties and one independent candidate took part in the elections. PAC got 3.7% of total votes cast and took position four (4) of all parties who contested. Independent 63.01%, DA 25.07% and UDM 8.21%. Previously PAC did not contest the ward and the second party, after the winning party, which contested this ward, got 2.45%. On the basis that PAC got 3.7%, it is safe to assume that we could have been number two or three in 2006 elections in this ward. Cde Lundi Cecil Mashiya contested ward 35, two parties and one independent candidate took part in this elections. PAC got 9.41% of total votes casted and took position three among parties contesting. Independent 75.64% and UIF 14.96%. In 2006 PAC got 1.29% and there is huge increase proportionally. We again almost doubled the actual number of people voting PAC. Cde Anthony Ntandazo Gcingca contested ward 45, seven (7) parties and one independent candidate took part in the elections. PAC got 2.54% of total votes casted and took position six in the contest. DA 51.7%, Independent 19.18%, I.D 15.74%, National Alliance 6.99%, AL JAMAH-AH 3.44 and UDM 0.41%. Previously PAC did not contest the elections in this ward and there is potential, however dynamics in this ward are very interesting. In one voting station PAC got the second most votes after the National Alliance beating all other known political parties and in the second voting station we were again in position two only beaten by Independent candidate. Cde Elliot Vuyane Mzamo contested ward 52, five (5) parties and two independent candidates took part in the elections. PAC got 9.85% of total votes casted and took position four. Independent 46.63%, UDM 28.54%, DA 10.52%, Independent 2.53%, UIF 1.52% and Universal Party 0.42%. In 2006 PAC got 1.79% a slight increase in terms of actual numbers and a big increase proportionally. This can mean that we have loyal PAC supporters in the ward and the support is growing. Cde Mveleli Notwabaza contested ward 75, six (6) parties and one independent candidate took part in the elections. PAC got 1.02% of the total votes casted and took position six among parties contesting. DA 68.82%, Independent 21.3%, I.D 4.05%, UDM 2.56, AL JAMA-AH 1.81% and Universal Party 0.44%. Previously PAC did not contest elections in this ward and it appears as if the area is predominantly the so called “white” and “colourds” with only two voting stations being predominantly African. A potential to establish a branch exists. Cde Michael Ken Monelo contested ward 87, two (2) parties and one independent candidate took part in the elections. PAC got 10.31% of the total votes casted and took position two. Independent 82.21% and UDM 7.48% In 2006 PAC got 2.63% and now made a huge increase proportionally. One thing exciting here is that the same candidate who contested on behalf of PAC previously also contested again. Also PAC got more votes than any other party which contested in this ward. Conclusion The PAC contested seven (7) wards, we got just over one percent in one ward, over two percent in two wards, close to four percent in one ward, over nine percent in two wards and over ten percent in the last ward. On the basis of these results, it can safely be concluded that the 20% we projected is possible considering that not much was invested in these elections. It is also important to note that PAC supporters are very loyal as people who voted for PAC, continue to do so under very difficult circumstances. By-election results can also be used as the basis of establishing branches as in most wards the number of PAC voters (past & present) exceed the number required for PAC Branch. As stated elsewhere, we even surpassed many other parties and remain one of the only parties which have support across. From now onwards, by-elections will be coordinated nationally with clear directives. The next by-elections are expected to be held in February 2009 and already one will be in the Free State Province.
