I agree with Soso on certain points.

 

The purpose of circulating the list is to allow discussion to take place. The 
list is a perspcetive of the NEC on the future leadership of PAYCO, in view of 
the immediate challenges and tasks facing the youth movement, come November 
2009. However this is a democratic process. Leadership should not be imposed 
but must come from members of the organisation and the congress is there to 
serve that purpose. But i would argue that democracy is merely a instrument and 
not an end itself. Therefore the interests of the revolution comes first. It 
will be wrong to emphasis democracy at the expense fo the revolution and the 
example, typical, of Zimbabwe comes to mind. 

 

However i would like to address certain points concerning the make up of the 
list as circulated and say that the crux of the matter is in the substance and 
not appearance. Let us interrogate the substance. We should also not use a 
blanket approach and tore the whole list into pieces when in fact we do not 
disagree with the greater balance of the line up. 

 

The current NEC and the list circulated contain names of comrades who are from 
within the ranks of PASO and PASMA. Therefore these comrades are included as it 
is. It is natural that comrades from these structures will graduate into PAYCO, 
PAWO, PALF and ultimately PAC leadership. No organisation can stop succession. 
It is a scientific given, just like birth and death. You are born today and you 
know for sure you will die one day and those born after you takes over. For 
example, we are ultimately the future leadership of the PAC not because we 
harbour such ambitions but because leadership, like any thing in society, is 
bound to permanent succession. As the current leadership disappears, as it 
will, the vacuum created will the filled by those next in line (in terms of 
leadership capability not age).  

 

Leadership change and growth is a matter that is informed by material 
conditions of the organisation and not by the ideal situation or simply the 
desire to be seen to be changing. It is therefore important that in a 
revolutionary organisation there should be no calls for change for the sake of 
change. It must be qualitative change tha focuses on the essence and substance. 

 

Capable leadership is also not a theoretical discovery. It can only be a 
practical discovery. We know that someone is a capable leader because we see 
leadership capability in action. We should not have to imagine that they could 
be or there are better leaders than we have but such better leadership must be 
out there for all to see. The overidding principle is that change, in a 
revolutionary organisation, must be advocated in the context of taking the 
struggle foward. 

 

There is also an important principle of continuity especially at this time when 
the party and componet structures, especially youth, are under attack from 
forces of destruction within the party. It becomes critical to mantain 
unwavering resilience in defence of the PAC during this difficult time. There 
is no doubt that PAYCO stood the test of time in defence of the PAC. 

 

PAYCO has established a culture of succession planning and we believe it is the 
correct thing to do by any serious revolutionary organisation with a mission. 
This culture is lost in the PAC and that is the difference. In the PAC even 
some one who has joined the party six months ago and has never led any 
structure can stand for election into national leadership. Comrades who are 
known sell out or to habour ambition to sell out are allowed to take leadership 
positions. We have witnessed all these vices in the party and we must stop them.


I agree that we must scrutinize and screan each other. I also would suggest 
that Comrade Soso makes a full submission on who should lead PAYCO after come 
November 2009 in his view, so that these comrades can also be subjected to 
screaning and scrutiny. While it is correct to be critical, it is not correct 
to be critical without providing an alternative. So we need to know the 
alternative.

 

On the other hand it is not PAYCO style to encourage unwarranted and undue 
leadership contests which are based on the "i am better that him or her" basis. 
This unfortunate tendency is prevalent in the motherbody hence all the nasty 
unprincipled contests at congresses. Even as we emphasise women and provincial 
representation these principles must be seen in the context of revolutionary 
ideological disposition, political prowess, commitment and leadership aptitude 
of the candidates. 

 

The criteria and principles used to scrutinise and screan leadership qualities 
should be guided by the objective to make a revolutionary organisation more 
effective in advancing its mission. Vailed calls to simply put certain people 
into office without regard to strengthen organisational viability will work 
against the organisation. 

 

I encourage my dear comrades to share their views and engage in constructive 
criticism like Soso has done.

I believe this proposed list is subject to discussion please forces allowed me 
to have some input especially on the these succession plan.
 
Since my interaction with many forces after PASMA congress, we had a common 
mission of rebuilding the party together with its component structures but we 
don`t know how. 
 
There`s a need to intergrate young africanist leaders from different sectors to 
broaden a scope of work for strategic reasons i.e commanding mass based 
movement in our communities. The succession Plan of PAYCO  must include PASO 
and PASMA structures as these structures prepares potential leaders to serve to 
the party at various organisational structures and Ma Afrika if one has failed 
at lower structure & has shown NO sign of improvement must not stand for 
leadership. Maybe we should start screaning each other for NEC positions. 
 
It is a worrying fact that those who were seeking ideological clarities 
yesterday on Communism & Pan Africanism are now ready to lead us during these 
difficult times. I do not want to say we are recycling some of useless 
leadership but reality is with that list Ma Afrika i dont see any 
organisational growth.
 
lastly whats different from PAC in electing our Leaders.

the upcoming congress and agreed on the following:

President - Linda Kwame Ndebele

Deputy President - Sipho Nkala

Scretary General - Lucky Khoza

Deputy Secretary General - Motlatse Mogoiwa

Treasurer General - Leaga Lesufi

National Political Commissar - Popo Lubabalo

Nonceba Mbilini  and Bafana Mthimkulu are also proposed to rejoin the
team in two of the remaining 4 portfolios of the Top 10.

It is expected that the NEC will be reduced to a strong team of 10
members if envisaged amendments on the size of the NEC are accepted by
congress. Only 4 key departments (some of them clustered into one i.e
Secretary of Youth Policy which deals with education, health and youth
development in general)) will be created.

The NEC also emphasised the issue of women representation in the next
NEC as well as ensuring that the team is spread across provinces.

A list of constitutional amendments proposals and policy discussion
document will be circulated in due course.

We urge you to make contributions. Your input will be highly
appreciated.
