Izwe Lethu Forces much as i appreciate efforts made by africanists in chanting a way forward to rebuild the PAC, I totally disagree with the idea of convention. To start with lets define what is a convention? which criteria are we going to use to recognise delegates or accredit status of delegates from various corners of Azania or is it open for all citizen like COPE did? can you advise us on what mandate the convention would be sitting and resolving? I guess commander we would be acting out of constitutional mandate of PAC constitution, Basic documents and other relevant guiding documents of our beloved PAC. My Suggestion would be sons and daughters of the soil, lets start by being honest to ourselves and build Branches before we can call any Congress be it Regional or Provincial and after that Provincial structures can act within the constitution and call a national constitutional gathering be it PAC annual Conference or annual general council as a cleansing process to lay the foundation for elective Congress however we all need to understand that in politics credentilas are important than anything else and only members in good standing can decide and resolve on the future of that particular organisation i.e "we as SAFA members in good standing would be electing a new president on the 26th of september in regardless of what blatter is thinking" but concerned group would never assist us in realising our ultimate goal which is to "rally and unite africans under the banner of Pan Africanism as a liberatory ideology" in order to establish a unitary state of Afrika and on the basis of Africanist Socialist Democratic principles. Lets go back to basics, we have constitutional component structure such as PASMA IN our side, we would be electing a new leadership of PAYCO another component structure which was reinstate at PASMA congress as the only recognised youth movement of PAC. We therefore need members of PAC to do the hounorable thing to use the constitution of PAC constructively and launch viable community based constitutional structures of PAC in this case Branches. thats all we request from our members. The Convention The ultimate purpose of the Convention would be to bring together all concerned Africanists to devise strategies which will guide in re-building the PAC towards the total emancipation of the Azanian masses. The convention must also be a platform for a healing purpose amongst genuine PAC members. Participants must be afforded an opportunity to air their opinions on what has offended them during the turbulent reigns of Letlapa Mphahle. The resolution of the conference should include amongst other issues: Auditing of the PAC financial records during the time of the former president, Letlapa Mphahlele.And, the national interim structure must be put in place to lead the PAC until agreed period whereby the nationa elective congress would be held. The responsibility of the interim structure must be clearly spelled out. 2. Oath of Allegiance For the people to only accept the oath of allegiance as enshrined in the PAC constitution is not enough. Therefore, a " Declaration of intent" document must be drafted. This document shall be accepted and signed by the elected leadership. The content in the document will bind respective PAC leaders towards implementation of the PAC's political programme of action. The document will also bind leadership in respecting and honouring the mandate as tasked by PAC members in general. 3. MP's and Councillors The current 10% of salary being contributed by councillors towards PAC coffers should remain unchanged. But to avoid leadership wrangle within the PAC particulary in the top structure, the MP's will have to contribute 50% of their salary towards PAC coffers. 4. Advisory Council A party with revolutionary principles and agenda such as the PAC cannot be led by a clique of individuals if at all this party aims at seizing the control of the state. We have in the past witnessed the weaknesses of the NEC and the NWC in formulating strategies to counter day-to-day developments which affects the PAC and its members as well as local and international communities. An Advisory Council will act as politburo, advising the respective PAC leadership on all relevant issues affecting the PAC both external and internal. The main responsiblity of the Advisory Council would be to conduct researches and act accordingly in line with PAC policies. The Advisory Council will have veto powers in the organisation. We suggest that this structure be established before the convention disperse. 5. PAC history The PAC possesses a rich history and this history has never been utilised by the PAC. We therefore suggest that an archive be established whereby the history of the PAC could be stored. This history can be used as the propaganda machinery in advancing the course of the PAC. The archive will also be used as the teaching tool for the PAC descendants. 6. PAC calendar All events including the Heroes Day must be commemorated by the PAC memmbers in full colours.We further propose that medals should be issued to our fallen and living heroes of our struggle for the liberation of Azania. 7. Publicity desk The publicity and information desk must be established. 8. Ideology school The PAC's ideology school must be introduced. Youth must be groomed for PAC leadership. 9.
