PAC National Convention
1. The Convention
The ultimate purpose of the Convention would be to bring together all
concerned Africanists to devise strategies which will guide the process in
re-building the PAC towards the total emancipation of the Azanian masses.
The convention must also be a platform for a healing purpose amongst
genuine PAC members. The participants must be afforded an opportunity to
air their opinions on what has offended them during the turbulent
reigns of Letlapa Mphahlele. The resolution of the convention must
include amongst other issues: Auditing of the PAC financial records during the
office-term of the former president, Letlapa Mphahlele. The national
interim structure must be put in place to lead the PAC until agreed period
whereby the national elective congress would be held. The responsiblity
of the interim structure must be spelled out.
2. Oath of Allegiance
For the people to only accept the oath of allegiance as enshrined in the
PAC constitution is not enough. Therefore, a "Declaration of intent"
document must be drafted seperatley. This document shall be accepted and
signed by the elected leadership. The content in the document will
bind respective PAC leaders towards implementation of the PAC's political
programme of action. The document will also bind the leadership in
respecting and honouring the mandate as tasked by PAC members in general.
3. MP's and Councillors
The current 10% of salary being contributed by councillors towards PAC
coffers should remain unchanged. But to avoid leadership wrangle within
the PAC particulary in the top structure, the MP's will have to contribute
50% of their salary towards PAC coffers.
4. Politburo
A party with revolutionary principles and agenda such as the PAC, cannot
be led by a clique of individuals if at all this party aims at seizing the
control of the state. We have in the past witnessed the weakness of the
NEC and the NWC in formulating strategies to counter day-to-day
developments which affect the PAC and its members as well as local and
international communities. The politburo shall advise the respective PAC
leadership on all relevant issues affecting the PAC both external and
internal. The politburo will have to carry out researches and act accordingly
in line with the PAC policies. The politburo shall have veto powers in the
organisation. We suggest that this structure be established during the
procession of the convention.
5. PAC History
The PAC possesses a rich history in the liberation struggle of Azania but
this history has never been utilised by this organisation. We therefore
suggest that an archive be established whereby this history could be
stored. This history can be used as the propaganda machinery in
advancing the course of the PAC. The archive could also be used as the
teaching tool for the PAC descendants.
6. PAC calendar
All PAC historical events including the Heroes Day, must be commemorated
by the PAC members in full colours. We further propose that
in this event, medals should be presented to our fallen and living heroes
of our struggle for the liberation of Azania. One main venue must be
selected nationally and thereafter the provinces can hold their own
commemoration events.
7. Publicity desk
The information and publicity desk must be established. This is where
information will be distributed from. And this is where propaganda will
be manufactured.
8. Ideology school
The PAC's ideology school must be established as a matter of urgency.
This will help in grooming PAC youth in leadership role. It will also arm
PAC members in acquiring more knowledge and be in a position to contend
with any opposing force for final triumph.
9. PAC budget
The PAC's national budget must cover all component structures such as
Payco, Pasma, Paso, Pawo and Palf.
