the role of PAYCO is to mobilise youth in azania under the banner of pan 
africanism, therefore by taking a resolution of launching it at tertiary 
institutions we were simply strengthening relations of PAC youth structures. 
Secondly it was for strategic reasons in acknowledging that there is a 
transitional gap between these two structures in particular targeting senior 
students. thirdly commander i believe that the failure of Payco of not being 
viable youth movement is because of they are not allocated any budget by 
motherbody they leave from hand to mouth. lastly as we pan africanist believe 
in the principle of no collaborations we strongly feel that for PASMA to cuncur 
these institutions, we need to form a strong alliance with relevant youth 
structures and PAYCO happen to be one of them we believe in the same principle, 
same ideology and we are from the same movement. Azanian front has never 
benefited us as movement therefore we go alone
 as Pan africanist forces(singu mbutho ka POQO qhaa!!!!!)
 
 There is a thin line between PAYCO and PASMA in terms of their modus operandi. 
At no stage during my activist days in pasma I have seen or heard any 
branches (pasma) addressing challenges that face our youth  
i.e umemployment, poverty  and high percentage of dropout and also intergration 
of institutions of high learning to communities as of now they are not 
accessible.

I will not in anyway promote or support this motion because PAYCO
leadership is now trying all their best to destroy the history and role of
this youth movement. My only advice to them is that PASMA shall remain to
be students castodian and torchbearer, then what role PAYCO will be
playing.

Instead of this leadership to go in rural areas to launch branches, if
really indeed they are prepered to serve the interest of the PAC of
Azania. There is nothing serious about launching PAYCO at institutions of
higher learning but to frastrate PASMA programs and its Leadership.
