M'afrika thanks for your contribution in this movement, one was hoping to
meet with you in Joburg last week. Unity conference resolved that we must
reach out to those africanists that we don't seem to share common
perspective on issues, in that spirit please ensure that you invite M'Afrika
Letlapa and I also invite Narius together with Provincial Chairpersons to

Interesting citation of Emperor Selassie, but such should be contextualised,
it will be indecorous to deem actions not supportive of a particular
subjective ilk as indecisiveness nor procrastination. Lets conclude that
inaction is a refusal to support factionalism and self-serving adventures
initiated by those who hides under sound and sane statements while brewing
conflict and fuelling cabals.  For long comrades including some NEC members
had been cautioned and also to refrain for using incorrect and ill-conceived
methods, Albert Einstein described irrational approach to problem solving as
"Insanity" in which one is "doing the same thing over and over again and
expecting different results". When NEC members justifies an unconstitutional
approach surely we are facing a scarcity of rational and objective approach
and analysis of what has become complex and deep rooted party problems,
indeed they become indifferent as Emperor Selassie alludes. Fundamentally
one hold the view that your advance that 'absence of deliberate programmes
is one of the primary causes' is incorrect, there is a dismal failure to
conclude an execution strategy of/for the 1959 Pan Africanist Manifesto
hence the current party political paralysis. In addition the class character
of the party leadership across all structures amounts to an additional
ideo-political problem compounding and adding of the impasse/dead end.

 

Furthermore, the  PAC branches and members since 1990 failed to sober up and
reflect on the in-depth and width of the persisting party problems. Since
1994 PAC congresses and conferences aimed to perform only one function
'regime change or change of leadership', less focus has been given on
crucial political and organisational aspects, such habits are commonly
engineered by individual leaders and/or members who commonly advances their
subjective interests as it is with the recent palace coup's . Ordinary
members asked a basic question and still remain unanswered about the recent
palace coup's , members and branches asked "Why NEC members did not wait
until the annual national conference which was supposed to take place in
July 2013, the frustration and obstacles experienced by NEC and undermines
effective functioning of the NEC as a collective? To date there has been no
answer. 

 

We should be drawing from past experiences that consistent attack on
leadership and leadership infighting characterised by palace coups failed to
yield the desired outcomes for the PAC. WE also know  and understand very
well that it followed from the special theory of relativity that mass and
energy are both but different manifestations of the same thing! Remember
Plaatjie agitated some members against Mogoba, today we are witnessing the
same. Regrettably, to correct mistaken ideas and methods a finger or fingers
will be used to locate (identify) actions and methods that have become a
liability for the party.   

 

We must break a vicious circle responsible of the PAC's paralysis to march
forward this also demand denouncing a self-serving-factionalist approach by
those who claim to be acting in the interests of the PAC. It is now common
knowledge that the current NEC is split into Pro-Narius Group and
Pro-Letlapa Group, each making a claim of being the legitimate one. PAC
members and branches should not support any but demand the entire NEC to act
and function as elected at the Butterworth National Congress in 2012 July.
An inclusive national conference should be convened to focus and deliberate
on key strategic issues.

Cde Nkrumah, in response to your concern allow me to quote H.I.M. Emperor
Haile Selassie I when he said: "Throughout history, it has been the inaction
of those who could have acted; the indifference of those who should have
known better; the silence of the voice of justice when it mattered most;
that has made it possible for evil to triumph."  Now that it has been
evident to all that indeed there's been infighting...shouldn't we ALL be
identifying the problems or causes of the infights, the first step towards
the solutions. The absence of deliberate programes is one of the primary
causes of the current limbo. Interestingly the solution to the current party
state is there in the PAC Basic Documents. What the party needs are genuine
cadres to and true leaders to stand up and take ownership for the
shipwreck...pointing of fingers will never take us anywhere, the PAC needs
us all as clearly, as Achebe said, things are falling apart - the centre
cannot hold and the falcon cannot hear the falconer.

Comrades,

The organization is floating deeper into confusion and that confusion is
perpetrated by people who are called leadership and those who seek to safe
guard their personal gains. . .

We can call as many gatherings in trying to make things right. . . it is
clear that the leadership as elected in Butterworth is not interested in the
PAC but their personal interests.

Cde Letlapa Mphahlele, has to sit face to face with the NEC as elected in
Butterworth if they suspend him (right or wrongly), the PAC Constitution
gives avenues to appeal if one feels there is an unfair treatment on his/her
hearing.

This applies to Cdes Mpethi, Moloto, Joko and any other person.

What we know as members and structures is that:

    i) the PAC NEC suspended, charged and expelled Cde. Mphahlele
    ii) that Cde. Mphahlele went to court and prayed for
                      a) 11 MAY 2013 NEC meeting resolutions invalid
                      b) his expulsion to be set aside
                      c) dissolving NEC meeting constituted on the 11 MAY
2013
  iii) the court ORDER:
                      a) the 11 MAY 2013 meeting is declared invalid
                      b) the resolutions of this meeting are declared
invalid
                      c) the expulsion is set aside
    iv) the application for Leave of Appeal against the above ORDER has been
filed and confirmed at the
        court roll.
    v) we know who are the NEC members who constituted the 11 MAY
2013 NEC meeting.

We also know that:

    1) Cde. Mphahlele convened an NEC meeting on the 18 MAY 2013
    2) PAC as an Applicant filed against Cde Mphahlele to bar the sitting
of the 18 MAY 2013 meeting
    3) the court ORDER:
                      i) the Respondent (Mphahlele) gives an undertaking not
to hold the meeting of
                        18 MAY 2013 to be held at the Vaal,
                    ii) this matter be postponed to normal motion roll
    4) the meeting of 18 MAY 2013 set without Cde Mphahlele
    5) the meeting of 18 MAY 2013 resolved:
                                          a) declared the 11 MAY 2013 NEC
meeting an unconstitutional
                                            and illegal gathering
                                          b) Reaffirms Cde Mphahlele as the
President
                                          c) Suspends with immediate
effect- Deputy President Cde Mpethi
                                                                        
    - Secretary General Cde Moloto
                                                                        
    - Deputy SG Cde Joko
                                          d) Appoints -> Chief Administrator
Cde Mkandawire
                                                      -> NDC
                                          e) Convenes Annual National
Conference in December 2013
                                          f) Restores powers of the
Treasurer
    6) Cde Mphahlele signed the resolutions of the 18 MAY 2013
    7) Cde Mphahlele as PAC President issued a communique that STOP
structures to attend anything
        organized by Cde Mpethi, Moloto and Joko, sighting that they don't
authority as they are in
        contempt of the court order.
    8) Cde Mphahlele is convening an NEC meeting that is extended to all
structures to attend on the
        13 - 14 JULY 2013 in the Vaal.


IT MUST BE NOTED:
    a) Anything with regards to 11 MAY 2013 meeting is in the Appeals at the
HIGH COURT
    b) Cde Mphahlele complied with the Court, NOT to attend the 18 MAY
2013 meeting


WHAT WE ARE NOT TOLD:

    i) Given that Cde Mphahlele gave an undertaking in COURT not to hold a
meeting of 18 MAY 2013 to be
      held in the Vaal; WHAT is the status of that meeting ?
  ii) Since the 11 MAY 2013 meeting was unconstitutional and illegal; WHO
attended the 18 MAY 2013, WHAT
      makes this meeting Constitutional and Legal over the 11 MAY 2013 ?
  iii) WHAT made Cde Mphahlele to sign Resolutions of the meeting he gave an
undertaking in court that
      he will not hold and did not personally attend ?
  iv) WHY the 18 MAY NEC meeting did not appoint Acting people in positions
of suspended members,
      especially the critical position of the Secretary General ?
    v) HOW far is the disciplinary process of the suspended NEC members as
we are in the 7 weeks since
      letters of suspension were circulated ?

In the light of all these happenings irrespective of which NEC side is
correct . . . I see us going deeper into this mess.

Just imagine when someone from the 11 MAY 2013 NEC meeting decides to go to
court over the decision of the 18 MAY 2013 . . . I guarantee you that
meeting will be nullified based on

                i) Court decision: Cde Mphahlele made an undertaking that he
will not hold that meeting
              ii) That meeting quorum is questionable

So why are we subjecting ourselves to all these notes above instead of going
straight to the Annual National Conference where members who are in good
standing will be DELEGATES who can decide on HOW are we taking the PAC
forward ! ! !

Otherwise we will be moving in circles going nowhere ! !

I kindly as ask ALL NEC MEMBERS to go for a National Conference . . .  
there is a date of 9 - 11 Aug 2013
if this is not suitable for ALL of YOU sit together and come up with a
suitable date BUT for me the sitting of the National Conference must not be
beyond the MONTH OF AUGUST 2013 otherwise you will be deliberately
sabotaging the cohesion and progress of the organization . . .you have
already done huge damage in the past 12 months ! ! !


The NEC issued a circular for 9 - 11 August Annual National Conference, the
otherside of the NEC is dismissing that pointing at December.

TO ALL MEMBERS IN THIS EMAIL LIST: We cannot allow this mess to go beyond
August 2013. With this infighting amongst the NEC as elected in Butterworth,
December is too far. We need to correct things NOW !

If you feel that the Annual National Conference requires specific timelines
to convene and the time is not on our side  . . .  Convene a SPECIAL
NATIONAL CONFERENCE the Constitution:[ 5.5 A special National Conference may
be convened by the NEC if, in the opinion of the NEC, an emergency which
warrants such a conference, has arisen or,]. This can be convened in 30 days
. .  ! ! !

It must be noted the PAC does not belong to Mphahlele, Moloto, nor
Mkandawire . . .the NEC through Moloto called for a National Conference 9 -
11 August; the NEC through Mphahlele is dismissing that call for a National
Conference . . .  what is this joke ! ! !
