The what you hear option has to be supported by the sound card driver.
Here's something weird.  I have two machines, both running XP Home
containing SBLive soundcard drivers.  One is a Dell, which has a soundcard
driver it seems made specially for the SBLive in Dell machines.  It doesn't
have the what you hear option while the non-Dell machine does, but you just
need to find the right recording control in volume control and select it.
